EACC questions Garissa Governor Nathif Jama over Sh1.2bn probe

The commission said its probe is examining accusations that Sh700 million was paid in salaries to ghost workers. The inquiry also focuses on conflict of interest in the awarding of contracts worth Sh265 million to Takaful Insurance of Africa Ltd and Tina Gardens Hotel, companies alleged to be linked to the Governor.
Garissa Governor Nathif Jama Adan was on Monday questioned by the Ethics and Anti-Corruption Commission (EACC) in Nairobi after being summoned over alleged mismanagement of Ksh.1.2 billion in county funds.
In a letter dated August 19, 2025, the Governor was directed to appear before the commission’s Integrity Centre offices to record a statement in relation to claims of embezzlement and unlawful hiring of staff by the county administration between October 2022 and June 2024.
“The Commission is investigating allegations of embezzlement of public funds and irregular recruitment of employees by Garissa County Government from October 2022 to June 2024,” read the letter by EACC.

In addition, investigators are reviewing a Sh188 million tender issued to Jubalink Logistics and Transport Company for the construction of a pavilion and masonry perimeter fence at Garissa Primary School.
Another contract worth SH110 million, awarded to Remera Investments Limited for building a terminal wing at Garissa Airstrip, is also under investigation.
The EACC said the questioning of Governor Nathif is part of efforts to determine the extent of any wrongdoing and to recover any funds that may have been lost through irregular dealings.
