Red flags raised as Senators probe Sh1.6 billion Dandora treatment plant

Senator John Methu of Nyandarua County has called on the Senate Standing Committee on Finance and Budget to provide a detailed report on how Sh1.6 billion allocated for the expansion of the Dandora Estate Wastewater Treatment Plant in Ruai, Nairobi County was used.

The project received Sh1.3 billion during the 2022/2023 financial year, with an additional Sh300 million allocated for the construction of a perimeter wall.

Rehabilitation works at the plant began in July 2021.

Eng. Kitheko Mutonga, who was then Acting Manager for Sewerage and Sanitation Works Development at Athi Water Works, said the expansion would increase the capacity of the existing sewerage ponds to better serve the high population of Nairobi County.

"The project will include the construction of seven ponds of 20,000 cubic metres capacity valued at Sh1 billion and the erection of a perimeter wall fence on the 4,000 acres of land at a cost of Sh300 million," Eng. Mutonga said at the time.

In his request to the committee chaired by Senator Ali Roba, Senator Methu raised concern over transparency and proper use of public funds.

"It is important that there is a clear and detailed disclosure of how the money was used, especially considering ongoing concerns over the mismanagement of public resources in large infrastructure projects," he said.

He asked the committee to table a full breakdown of how the Sh1.3 billion was spent.

"This includes information on contract awards, the procurement process followed, key project milestones, and a value-for-money assessment," the Senator stated.

He said the public has a right to know whether the investment delivered its intended results and if taxpayers’ money was used efficiently.

Senator Methu also requested an update on the current status of the expansion project.

"There should be clarification on the progress made to date and whether the facility’s sewage treatment capacity has increased in line with the project’s original objectives," he said.

He expressed particular concern over the KES 300 million budgeted for the perimeter wall.

"I request a detailed explanation of the cost structure and justification for the wall, including design specifications, the identity of the contractor, and confirmation of whether the construction has been completed and certified," Methu said.

The Senator further asked the committee to verify if the State Department for Public Works and other implementing agencies submitted regular progress reports to the Office of the Controller of Budget.

"We also need to know whether the Auditor-General reviewed the expenditures and verified that the funds were utilized in accordance with public finance management regulations," he added.

His request comes at a time when questions are being raised in the Senate about the proper oversight of major projects.

It also reflects growing pressure for transparency and accountability in the use of national development funds.
