CS Mutua orders DCI to act on Kazi Majuu recruitment fraud

Labour Cabinet Secretary Alfred Mutua has instructed the Directorate of Criminal Investigations (DCI) to urgently investigate rising cases of fraud in the Kazi Majuu programme after con artists were caught duping job seekers in Mombasa.
Mutua gave the order following a recruitment event in Mombasa County on May 28, where it was discovered that scammers had been selling photocopied government youth fund forms for Sh50 each to unsuspecting applicants.
Speaking at a separate recruitment drive in Kwale, Mutua confirmed the illegal operation and expressed outrage at the exploitation of job seekers.
"There was an incident in Mombasa where some people photocopied the youth fund forms and started selling them at Sh50," Mutua said.
He strongly condemned the incident and called it criminal and immoral.
Mutua stressed that the government will not tolerate any individual who attempts to take advantage of the Kazi Majuu initiative or the youth seeking better opportunities abroad.
The CS emphasized that the programme is entirely free and meant to benefit qualified applicants. He warned that anyone asking for money is engaging in illegal activity and would face consequences.
"Let me make it clear: no one should be charged even a shilling to access this program. The recruitment process is free, fair, and transparent. Anyone demanding payment is breaking the law," he declared.
He called on the public, especially the youth, to remain alert and report any suspicious cases to authorities for immediate action.
He assured that investigations are underway and that those behind such fraudulent recruitment exercises would be held accountable.
Mutua explained that Kazi Majuu is part of the government’s broader plan to offer young Kenyans genuine job opportunities outside the country, with proper protection and fair conditions.
He also noted that for applicants who lack passports, the government will provide support in securing travel documents. These costs will only be recovered once the individuals begin working.
"The government will cover the initial expenses, and the youth can reimburse the cost once they start working," Mutua said.
