CS Ruku promises faster processing of good conduct certificates

During his tour, CS Geoffrey Ruku raised concerns over the large number of uncollected documents at Huduma Centres.
The Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes, Geoffrey Ruku, has given his assurance that essential government services—including the issuance of Good Conduct Certificates—will be processed more swiftly through Huduma Centres nationwide.
During an unannounced visit to the Huduma Centre in Thika, CS Ruku emphasised that his Ministry, in partnership with various government agencies, is dedicated to streamlining service delivery.
He also pointed out several key areas that require improvement to ensure Kenyans access high-quality services without unnecessary delays.
The Cabinet Secretary urged government officials operating at the sub-county level to strengthen their collaboration with Huduma Centres to enhance the delivery of services to ordinary citizens.

He highlighted that in Thika alone, over 10,000 driving licences, 1,500 birth certificates, and 8,000 national ID cards have yet to be picked up, urging citizens to collect their documents promptly.
Ruku also stressed the need for public servants to adhere to the values outlined in Chapter 232 of the Kenyan Constitution, which emphasizes professional ethics, effective use of resources, equitable and responsive service delivery, and active public participation in policy formulation.
He pointed out that the Constitution also promotes fairness in public service recruitment, training, and career development, regardless of gender, ethnicity, or disability.
It also emphasises transparency, accountability, and the timely provision of accurate information to the public.
The CS encouraged public servants to openly communicate the challenges they encounter with their superiors and Ministry representatives to enhance service delivery.
He further announced plans to continue making impromptu visits to various service centers to maintain high service standards.
"The President is the number one public servant, and he has entrusted me with the responsibility of ensuring that citizens are served efficiently and without delay. My visits should be seen not as threats, but as a demonstration of our commitment to quality public service," he stated.
Ruku concluded by reaffirming that diligent officers will be acknowledged and rewarded, while underperformers will be held accountable in line with the law and the public service code of conduct.
